How can the judges vote of someone who has topped the votes 4 times and keep someone who has been in the bottom two three times

I think there's a good reason for that. The winner's song was probably chosen with her in mind. That was until they decided to trash her instead.

As has been said, she topped the vote the first 4 weeks of voting, and came second in the next. Sadly, she simply couldn't survive 6 weeks of producer's hatred. I was glad today when Little Mix's name was read out as the X Factor winner, but deep down I knew that it should have been Janet's name.

Wow, as expected Janet was doing well in the votes until the producers shifted their focus. Still, she's gonna get a deal one way or the other and away from the limitations and constraints of the X-Factor experience, I'll think she'll do amazingly well.
