Promises by Nero is the lowest-selling #1. So on that basis you could argue it's the least deserving of being #1. But I think it's a brilliant song.

At the end of the day, there is no single that "should have not" been number one.Each song was purchased to get to No.1, so if some people were willing to give their money to own this particular song then it deserved to be No.1.Now, whether the target audience of those songs should or should not be the only audience the labels care about, that's another story...
