I do feel if you are going to publish the Top 30 shows on each channel, then you should incorporate your regional showings in the channel Top 30 figure. So for Outnumbered it would have the total figure and then say "(FRI 2100/2130 BBC1 Scot)" or similar.
It's not cheating, not artificially inflating the numbers, and it's not rocket science either.

Ok, so 'someone' has to 'know' which programmes are the same, and then painstakingly go through, add them, re-calculate the average audience and administrate as appropriate. Who exactly should be doing this? Secondly, BARB does report the official data files, so this idea that the "ratings on record" are incorrect is nonsense. If BBC Scotland want to schedule a programme at a different time, that's their perogative, they don't need BARB's permission, nor do they need to tell BARB what episode it is and how it should be added with the network showing. I think you believe that BARB has a lot more metadata regarding broadcasts than it actually does, I agree, the website should hold a caveat that regional non network audiences are not included but there is no way it can go further and tell you when the other showing was or what that audience is, because there is no linkage or information to do that in the data files. Frankly, the level of 'free data' that is on the website I think is very impressive.
