I don't think so. I originally thought that but The Doctor implied the swap was made before/during TIA when he zapped flesh Amy. The fact that Amy prior to being kidnapped by the Silence was seeing images of Madame K fits in with that. Also the issue with Amy thinking she was pregnant in TIA then not. 3mths had elapsed between TIA and DOTM. If that had been the real Amy she would still have thought she was pregnant with visible signs so the kidnapped Amy must have already been the ganger one.

They kidnapped Ganger Amy moments after Madam K first appeared to her. Perhaps they needed to verify she really was 'dreaming', as Madam K had ventured?
Then again, though she woke up soon thereafter; the Silence insisted she had been there days. Perhaps there were two Ganger Amy's?
Perhaps the Silence & Madam K are double crossing one another? Or perhaps one of the Gangers was a plant the Doctor had devised?
Perhaps we still haven't located real Amy?

Supposedly, she'd been swapped before travelling to America but - like certain other key elements - that was the Doctor guessing and the truth may be something else.
We know Amy had already been swapped before she was kidnapped, because she saw Mme Kovarian appear in the hatch before she went into the room where she was taken.
Really interesting point, though - why did they bother taking her if they knew she was the ganger?
