Squabbling between network operators causes a 4G delay
So the 4G auction was originally meant to happen in 2009, we could be using 4G now if it hadn't been for the networks threatening legal action and generally squabbling.

Basically O2 and Vodafone are upset that they can't continue to hog all the frequencies they were given virtually for free a very long time ago. They are unhappy that Ofcom want an even playing field for all operators and that their unfair advantages of old will be lost. The delay will mean the UK is behind the other major economies in Europe. Sweden already has 4G up and running, while Germany, Spain and Italy have completed their 4G auctions, while France is in the process. |

Even if the auction did happen in 2009 the service was never going to be available until after digital switchover in 2013.
