I've tried but I don't think you can get to the reservation site until the store or stores have available stock

I would take that as an indication that they aren't operating the reserve and collect system for the 4S yet.

The odd thing is that it's a direct link from the 4S page on the Apple UK web site. Why would they create the link if they weren't using the reservation system?

placed mine on the 10/10/11 it's still not been sent

Just checked and at 9.00pm today the only store with stock to reserve is Stratford City, and they only have 64GB models.
