Because he is too thick to be able to do them up. Perhaps Mummy didn't teach him. I wonder if he can do up his shoelaces.

...they're done up in that picture...but ,of course,we have no way of knowing if they were tied up for him...he could,on the other hand,not undo them but just slip them on already done up...now he's gone,i suppose we'll never know
