Why is only half of the rejects' vote money going to Help the Heroes?

Who gets the rest?

They are charging 36p per vote but only 22p is going to Help the Heroes.

Note: Well all right it is not exactly half, 22/36 = 0.6111... quite close.

Because it's the X Factor and they want to get money out of people.

1) profits are going to charity

2) it's AT LEAST 22p per 36p

3) there are loads of companies involved, e.g. the operators of the phone lines, who still have to be paid

I assume it's because if they gave all the money to charity then they'd make a loss due to the overheads.

How dare they try to make some money.

Because they need to pay the phone company.

All profits are going to Help for Heroes. They won't make any money.

Same reason it costs 15p to vote on Strictly Come Dancing, despite the fact the BBC can no longer make a profit on phone lines.
