Did ITV breach OFCOM regulations last night?

According to the rules of OFCOM, ITV are not allowed to show more than 12 minutes of adverts in an hour. Surely that was breached last night? They had about 6 4 minute ad breaks in 90 minutes.

Only 6 it seemed like 106 . I normally v+ it but with the delay I had to sit through all the ads

no, i cant remember where i read it but essentially they get away with it because its "on average"

for example, they wont put any adverts on between the news and harry hill. Using that advertising time for more in the x factor.

So if 100% advertising time is the norm for each programme then

x factor will have 150%

and harry hill will have 50%

Same amount of adverts but theyve just concentrated them in the higher rated shows

16 Minutes! It changed earlier this year! I believe they were considering 18. It wont be long before it operates like American TV
