I do not know much about XNA framework for games, but for other applications Silverlight is used, which is basically WPF with restrictions. You can download everything for free and develop and test with an emulator. If you want to test with the real phone, you will have to pay for a developer registration and then you can dev-unlock up to 3 phones.
