I do not know much about XNA framework for games, but for other applications Silverlight is used, which is basically WPF with restrictions. You can download everything for free and develop and test with an emulator. If you want to test with the real phone, you will have to pay for a developer registration and then you can dev-unlock up to 3 phones.

Microsoft has the best dev tools of the three major platforms (Blackberry is considered dying in the tech world). Best in this case means easiest to use, quickest to get from 0 to finished application, managed code is obviously somewhat more restrictive than native code.

Microsoft have their suite Visual Studio. There are free "express" versions of this you can start off with. The main two languages are XNA and C#.

You can find some devs on twitter who can point you in the right direction to start downloading tools, documentation and examples.
