As I read it Qualifying Practice is one session made up of three parts, so you get excluded from the whole session.
From the Sporting Regulations,
33) QUALIFYING PRACTICE
33.1 The qualifying practice session will take place on the day before the race from 14.00 to 15.00. The session will be run as follows :

Also cars are in parc ferme conditions during quali once they leave the pit lane during Q1.
34.1 Each car will be deemed to be in parc ferme from the time at which it leaves the pit lane for the first time during qualifying practice until the start of the race. Any car which fails to leave the pit lane during qualifying practice will be deemed to be in parc ferme at the end of Q1.

With no Spanish stewards yes there was Radovan Novak but it's nothing to do with any Spanish anti McLaren/Lewis feeling after 2007.
I say again McLaren knew Lewis' car would of run out of fuel and could of brought him in at the end of his out lap or his hot lap and avoided the penalty. There's no anti-Lewis/McLaren conspiracy from the FIA this time this was completely of their own doing.

The easiest way to think of the HAM penalty is that the car failed scrutineering. As such, DQ from qualifying. Simples.
