I've seen road resurfacing crews just use an ordinary road sweeper truck to dry up a wet road - obviously the bulk of the water needs to flow away down drains but then the last 5mm that is just sitting across the road can just get vacuumed up into the huge tank on the back, then they just go tip it out somewhere as if it was full of dirt.
