I am trying to find this out for a family member.

They had BT and were disconnected due to an unpaid bill dispute. They are trying to sort it out and have even gone as far as emailing the chairmans office (according to some forums this is a good way to go) but the response from this has been no different and in true BT style they are saying "stuff you, we don't want to sort this out, so we will throw you to the lions (aka debt collectors).

Can they get Sky to take over the (now disconnected) BT line while there is a debt outstanding with BT?

Any help is appreciated

Yes, the contract your relative had with BT Retail has absolutely noting to do with the contract your relative would have with Sky.

Your relative just needs to place an order with Sky who will forward it to Openreach.

As already said, BT cannot stop anyone moving to Sky for service, but they may have already put a note on your relatives credit file, which may affect the way Sky view them as a potential customer

I have often recommended a letter to BT's Chairman (Sir Christopher Rake). (Rather than an email to his Office.) I have never know this fail to get things resolved.

Or it could just be the case that the disputed charges are actually correct.

You know, I nearly put that on my post. Which is why I used the word "resolved" rather then something like "corrected".
