As in 'pop' as a genre, as opposed to dance and rnb then it would be without a doubt Like A Prayer by Madonna.

I'd probably go for Bowie's 'Ashes To Ashes'....quirky, original, yet accessible enough to get to number one. Throw in the (then) ground-breaking video and you've got the complete package.

Think the OP needs to specify what they mean as "Pop" as in reality dance, R&B etc are only really sub genres of Pop and should be included

That doesn't make any sense? RnB is RnB, and dance is dance, they're not a sub-genres of pop. Sub-genres of pop are things like urban-pop, dance pop, electropop, synth-pop, hip pop, etc.
