When you buy an ap from the apple store do they charge you every time you use it .only just bought ipad and not really in to aps as sutch .still feeling my way

No they don't.
They only charge you once if it's a paid app. Free apps are 100% free. |

No you pay only to buy it. Although if you're just starting with apps, you might want to try the thousands of free apps first.
There are some free apps which offer extra features or unlock a full version for a cost - but you will be prompted and have to enter a password for that. To block that you can disable In-App Purchases from Settings>General>Restrictions>Enter PIN>In-App Purchases>Off |

Quite a few payware apps have freeware "Lite" versions with limited functionality so you can try them out.
