The male Tine Lords identity has never been established on screen, but my money would be on him being a version of Irving Braxiatel. As for the 'woman', I guess she could be an older incarnation of Susan, or possibly Romana.

Whilst the story didn't require their identities to be established, I think it would have been nice. Still it does leave potential for future stories, as quite clearly the 'woman' was able to contact Wilfred despite being trapped in the time lock. The version of the 'woman' that spoke with Wilfred did however look older than the version on Gailfrey, so perhaps she was a post time war version. Does this point to the eventual survival of the Time Lords?

the female timelord is implied to be DONNA (see DW nod towards her at her wedding), and the male timelord is implied to be the latest incarnation ..... but only by his girly floppy hair
