I don't quite understand why you brought Katy Perry into this, but if we're going to talk about her, then imo Lady Gaga's record label should do like Katy Perry's management are doing. Lady Gaga has been releasing her music videos too early, and she seems to think she's too good to discount her songs. Katy Perry's management know exactly what they're doing with regards to saving music videos until later and their other promotion strategies, so good for them for the success they're having.
And also, you might not know about the ins and outs of how Interscope works, but Lady Gaga wouldn't have had full control over her album.
Interscope consists of lots of smaller record labels under the massive "umbrella" called Interscope. On Interscope, the only artists that ever get FULL control over their albums are those that are producers and heads of record labels. Lady Gaga is neither a proper producer nor the head of a record label within Interscope.
Dr. Dre is a producer and the head of a label within Interscope called Aftermath, so he can be fully in charge of his own albums (and all the artists signed under him, which include Eminem, 50 Cent and others). will.i.am is also a producer and a head of a record label within Interscope, so he can be fully in charge of his own album (and all the artists signed under him, including Natalia Kills, Fergie, 2NE1, LMFAO, Cheryl Cole, etc.).
