I think the recommissioning process at ITV has been really poor and they've missed out on quite a lot of opportunities to get Tuesday nights back up to respectable (but not great) 3.5-4.0m levels. Realistically (until the Champions League goes there) Tuesday nights are a low-cost night compared compared to Sunday, Monday, Wednesday, Thursday so it's generally not going to rate as well as other nights, but they could/should be doing better.
For example, they had a 3-part factual series in late-2010 called 'The Zoo' average 3.6m in the Tuesday 8pm slot, better than 90% of shows they've had in that slot in the last couple of years. Any normal commissioner would instantly look at those figures and decide to recommission it, probably for a longer 6-10 part series. What do ITV do? Nothing, they just leave it and don't do anymore episodes. They had The Savoy get 4.1m in a Tuesday 9pm slot in late-2010 - again, pretty much as good as it gets there. But for some reason they didn't do a follow-up series even though the potential was there to do so. The Betty Driver Story got almost 4m viewers in a Tuesday 8pm slot - you'd have thought after that rating, they might've done a few more one-off 'The [Corrie character] Story' episodes, but nope - nothing since then. They had a 2-part factual show called Smugglers get about 3.5m at 9pm last year, quite high rated for that slot. But it wasn't renewed.
In addition to the above, they could also have easily turned Strangeways into a factual series strand for the channel, returning year after year - 5.5m in the Monday 9pm slot last year, it would've got about 4m in a Tuesday 9pm slot. But that's not coming back. And they also have a gameshow capable of 3.5m at Tuesday 8pm (WWTBAM), so what do they do? Cancel the regular series and commission other gameshows which get 1m or more fewer viewers. 90% of programmes fail for ITV1 in that Tuesday 8-10pm zone, so they really must take advantage of those 10% of programmes which rate decently or well, yet for some bizarre reason they don't. And so that Tuesday 8-10pm zone ends up being a downward spiral: they're constantly having new programmes (which flop 90% of the time) but not recommissioning the 10% of decent/well rated shows.

It's early days, but in the context of Tuesday Night ITV1, I don't think The Biggest Loser has quite failed so far. It's low in terms of 9pm generally for ITV1 but if you compare its ratings so far to Tuesday 9pm ratings for ITV1 in 2010 and 2011, it's been amongst one of the higher rated non-drama series. Obviously that tells you a lot about how much ITV1 has been struggling on the night overall in the last couple of years, but I don't think TBL has done too badly just looking at its figures in that context. We know there's a general trend that ITV1 programmes on Tuesday nights sort of automatically rate c25% lower than if scheduled on another night, so with that taken into account it is a programme which has the potential to get about 3.5-4.0m somewhere else in the schedule (as shown last year). Whilst 3.5-4.0m isn't great and certainly not the definition of a big hit, it probably is enough for it to have a future in primetime somewhere (not a big Monday 9pm slot like last year though which should be reserved for dramas).
