Is this normal puppy behavior?

Whenever I take her for a walk, and this is everytime, when she does a wee she'll do a little dribble, then carry on walking, do a little dribble then carry on walking. Its usually around 2-3 minutes between wee's. The last time we went out she did it 4 times. She's fine in the garden, she'll wee in one spot without moving. Could it just be too much energy? She's 9 months old and a king charles spaniel/yorkshire terrier cross.

I might be wrong, but is it not to do with them marking out territory? I would think that it is pretty normal behaviour.. but i'm sure someone with more knowledge will be able to give you a more specific answer!

Yes it's marking.

Perfectly normal.

No need to mark in the garden as she can't smell any other dogs. Odds are the pavement is awash with smells.

Four times?

OK, my girl doesn't do it often when walking on pavement but the boys ten or twenty times - sometimes with nothing coming out towards the last few. With two of them, you can imagine how long a walk can take!! Plus poops.

The boys are slightly better over the fields - but this is where the girl then starts marking & 'kicking' her scent everwhere.

Yet in the garden it is one, long pee.

Dogs are great eh?

Aside from marking territory, the OP might be right about excitement too.

My spaniel does the same thing at times.
If we're out for a walk in the forest she'll squat down for a pee and then, almost immediately, she'll start sniffing the air then she kinda shuffles forwards a couple of steps and then, a couple of seconds later she'll race off, sometimes even before finishing her pee.

30 seconds later, I catch up with her and she'll be peeing again.

The main thing, really, is simply to teach them to only do their toilet in appropriate places so that it doesn't really matter if they do anything a bit odd.

Only 4 times? Mine tries to mark so much she seems to do at least 20 every walk.....after the first 5/6 though she can't actually manage to squeeze anything out and is just going through the motions (or not).
