Judge Dredd question
In Judge Dredd why aren't the Psi-Judges considered to be Mutants?

Psionic power is not a by-product of a mutated gene. It is regarded as heightened mental power and greater emotional sensitivity. Psi power can be harnessed to fight crime so it has a huge benefit to the Judges. The average mutant has no special power - be it physical or mental - to help fight crime so they're regarded as inferior beings and not valued by Justice Dept. In the past, mutants were banned from MC-1 although they now have the legal right to enter the city and claim citizenship although the vast majority live in settlements in the Cursed Earth. The most famous Psi Judge is Judge Anderson. She's also the sexiest Judge on the force.

The fuuny thing about Anderson is she ages naturally with no floating timeline. Shes meant to be based on Debbie Harry so it kinda works considering she was still singing in the 90's, 00's.
Alan Moore said he'd like to have had a story with an 80 year woman in it when he wrote Halo Jones so maybe there do that with Anderson instead. I bought the Judge Anderson trade, its a shame it doesn't reprint the republished Dredd Anderson stories. |

There have been mutants with psychic powers in the past, but in the old days when mutants were not allowed in MC-1, they were usually captured and locked away.
It's the difference between those who have been mutated because of the effects of the radiation in the Cursed Earth and normal humans who have mutated as part of an evolutionary process. I seem to recall in a couple of stories in the late 80s that Dredd commented how some particular mutants would actually be a good addition to the Judge force, but it was unthinkable because their mutation was caused by radiation and thus 'unnatural mutation'. |

Yes, it's similar to Strontium Dog with the mutants originally being humans. The mutants in Dredd and Strontium Dog didn't evolve naturally. The mutant gene was a result of atomic war whereas Psi Judges appear to be 'normal' people with enhanced mental powers.
