I don't think there's as much of an issue here as people are making out. EE and Holby will continue, but is there anything else? Songs of Praise, maybe, but who would really notice? The One Show will be on summer break, Panorama could easily take 2 weeks off air, and there won't be any long, multi-part 9pm series running because it's only 3 weeks since the Euro's. (Those weeks can be filled with a stripped drama or two, a couple of 2/3 part docs, Olympic related one-offs like Bert and Dickie / Ab Fab, and some trusty repeats).
As far as EE is concerned, I know what you're saying about the clash (and I'm sure EE would be the one to suffer in it), but there's no easy alternative. Keep it in a BBC One primetime slot and it'll be chucked around like confetti as events unfold - delayed, cancelled, switched to 2 at the last minute, and accidentally clashing with Corrie. A guaranteed way to annoy sports and soap fans alike. Stick it on BBC 2 at regular times and the devotees are happy and the BBC managers don't have to take to blog posts every morning to explain the previous night's chaos.
The ratings will be hit on BBC 2, but so will the ITV soaps during that fortnight anyway, and they'll recover. Plus, you don't provoke World War III with the anti-Olympic viewers or newspaper editors, which is surely the point of keeping EE on-air in the first place.
