Rovio probably do, because it's the type of game that people will play on an ongoing basis over several months, therefore displaying ads every day. It gives the developer the opportunity to make money from the app (albeit in tiny increments) over an extended period of time.
With iOS, they pay their money for the app initially, and maybe use the in-app purchase to activate the Mighty Eagle, but other than that, no more money is forthcoming.
It's worth stating that Angry Birds is an exception to the general rule. There are very few developers (other than the larger companies) who make the kind of money that Rovio do (on either platform).
