Back in the early days of 2000AD Judge Dredd temporarily transferred to the moon colony Luna-One.

It sounds like American politician Newr Gingrich read those stories

There have been many, MANY, stories across various media, a looong time before 2000ad came on the scene, relating to the colonisation of the moon...

More likely that he'd read Heinlein, 10 years before 2000 AD was launched.

None of the Luna stuff has ever been referenced since in Dredd.
Not in Dredd itself but 2000AD featured recently (ish) Judges on a moon based colony called Breathing Space.

Not in Dredd itself but 2000AD featured recently (ish) Judges on a moon based colony called Breathing Space.
Actually Dredd did return to the moon in a story called Darkside (Prog 1017- Prog 1028) which also featured the zombie Dredd that had been brought back from the future at the end of the story City Of The Damned (Prog 393 - prog 406)

Newt Gingrich is old pals with Jerry Pournelle and, probably fair to say, a bit of a SF fan.

Warren Ellis tore the idea apart, but there's some interesting things you could do with a moonbase, but I think we should... wait, I just had a brainwave. Establish a moonbase, then send all the bankers there.

I'm sure that there have been many science fiction stories about the colonisation of the moon.

I take it that people forgot about the TV series Space 1999 which would be have been more popular in the mainstream around the time 2000 AD started?

There's been plenty of sci-fi lierature and films that have alluded to the idea of moon colonisation. The Judge Dredd story didn't come up with it as a unique and original idea.
