Judge Dredd Luna-1
Back in the early days of 2000AD Judge Dredd temporarily transferred to the moon colony Luna-One.

More likely that he'd read Heinlein, 10 years before 2000 AD was launched.

None of the Luna stuff has ever been referenced since in Dredd.

Newt Gingrich is old pals with Jerry Pournelle and, probably fair to say, a bit of a SF fan.
Warren Ellis tore the idea apart, but there's some interesting things you could do with a moonbase, but I think we should... wait, I just had a brainwave. Establish a moonbase, then send all the bankers there. |

I'm sure that there have been many science fiction stories about the colonisation of the moon.
I take it that people forgot about the TV series Space 1999 which would be have been more popular in the mainstream around the time 2000 AD started? There's been plenty of sci-fi lierature and films that have alluded to the idea of moon colonisation.
