Adding a new layer to Android security
Today we’re revealing a service we’ve developed, codenamed Bouncer, which provides automated scanning of Android Market for potentially malicious software without disrupting the user experience of Android Market or requiring developers to go through an application approval process.

Sounds like good news. Although as with any service like this I bet it will throw a few red flags, when it shouldnt have. If Google can handle these situations in a reasonable manner, and not make things worse for the developer then great.

It will be like with Windows malware, it's always one step ahead. I think an approval process is a good idea. You have to pay to register as a developer which then pays for any expenses related to your apps and you also have to prove your identity. That way you get rid of most troublemakers. Then your app is analysed what APIs it's using and based on that can be flagged as potentially dangerous. Freedom is one thing, but anarchy is something completely different, IMO.
