android bbm app
is there any app you can download so you can add people with bbm on your phone.

No. The closest you can get to multi platform messenging are things like whatspp or kik. BBM is a service provided through the BB servers and not available on other platforms.

Of course he's hinting at it. Why else would you talk about BlackBerry when you've got an Android phone already!
