A 10 hour commission of a new drama, likely to be an expensive one, is always a risk for a commercial channel. This one won't have an X Factor lead-in and while Downton Abbey has done well for ITV1, that's one show. There's no guarantee of this working. Especially when their options might be to stick it against Call The Midwife or in a Wednesday 8pm slot that hasn't really been tested for big, glossy drama on ITV. The plan will obviously be to try and offset some of the risk by getting advance international sales.

Most watched, perhaps. But their strong 18-49 performance is driven heavily by their comedies which make up 4 of their top 5 series in the demo.
ITV don't have that kind of strength in comedy. And none of their police procedurals are going to sell in the US. This is as much a commission for ITV Studios as it is for ITV1. If it takes off, there's a lot of money in it.
That being said, Mr Selfridge is unlikely to draw huge numbers of young viewers. But it does present a slightly different (better) image of ITV drama and will hopefully draw ABC1 viewers.
Indeed, I don't think ITV has a huge problem with "non-crime drama" anymore. The problem seems to be more specific - when they target younger viewers with drama. Doc Martin, Downton Abbey and even Wild At Heart draw good numbers overall. Of course, this isn't unique to ITV. It's not even unique to the UK. The Walking Dead on AMC is right at the top of the US scripted ratings. True Blood dominates in the summer. But the broadcast nets are having a nightmare with young skewing drama.

So long as they make sure they get a few prominent British actors involved in it then they should be fine. If they actually land Jeremy Piven it's quite a coup and probably not bad to be able to promote a new series as having a "Golden Globe and Multiple Emmy Award Winning Actor" in the lead role.
