No 3G on iPhone 3GS
I got my wifes 3GS unlocked mainly so I could use it on the O2 network at our house with 3G, On my HTC Desire S it displays an H so I assume thats HSPA the 3GS on the other hand while having full signal only displays E should it not also pick up 3G or H? And yes 3G is turned on

Are you also on O2? It could be your network has 3G coverage at your house and O2 don't. Also the 3GS is relatively old and the antenna might not be as good. Try going out and about with it and if she never gets 3G try doing a restore.

I am also on O2, I maybe wrong but it seems O2 started 3G on the 900Mhz band, the 3GS can't receive it, could this be the issue?

The iPhone won't display an H or H+ - only o, E, or 3G.
The 3GS shouldn't have an issue with 3G on O2. I used to have one with them. |

It could be that the 3G in your area is UMTS900 (900MHz 3G), the iPhone 3GS only uses 2100MHz rather than 900MHz/2100MHz dual mode. Meaning it would not work. The Desire S does indeed support UMTS900 so that is most likely the problem.

Yes the O2 coverage checker says 3G900
