The version with the middle verse sung in French was on The Complete Picture-Best of Blondie album. The proper UK single version, all in English, is on several compilation albums you can get.
Why record companies do this is beyond me. It's totally stupid. Those buying The Best of Blondie will want the proper single versions.

Again, i suspect that these were the versions put on the best of albums by record companies & uploaded onto radio station databases.
A lot of stations also play all the wrong Madonna mixes. They are using the Immaculate collection album cuts, which were all re-mixes.
It's a mixture of heads of music/programme controllers not knowing and/or not caring
