Gaga has met Whitney before - besides, believe it or not she isn't actually owned by the public and she has every right to not walk the red carpet if she doesn't want to, it's not like she needs the publicity boost. In fact, although I agree with the poster putting you right, it was only them who's said that it was about Whitney, not Gaga herself so I don't think you should automatically assume that because somebody has said that was the reason that it suddenly becomes the genuine reason.

Why does it need to be compared to her début.. please tell me who else sold over 5 million copies of their album last year and lets see how she compares then. Along with the "bridge" that was the Fame Monster, I think she's done a good job at avoiding the whole sophomore album problem a lot of artists encounter. Born This Way, whilst at times admittedly was a little too "religious", certainly for myself, is a very good solid album, and sonically is miles ahead of a lot of songs and albums on the charts. I hope her and her team learn from the release mistakes of this campaign so that they get it spot on again in the future so that she can stop this ridiculous criticism of apparent "disappointment".

Marry the Night would have worked a lot better if it had been released instead of Judas, followed by TEOG and then a You & I (N. America) and Scheisse (Europe & Australia) double release schedule. However it didn't under perform - the music video is good and is doing well on video sharing websites and I believe the song is more about her growth and progression as an artist than it is chart positions and commercial success - besides, it's the 5th single off of a well selling album, hardly likely to hit number 1 in 50 different countries is it. In fact it probably got rid of the whole consecutive Top-10 in the USA thing off of her back - leaving her with a cleaner slate for the next album. Regardless she's still one of the biggest artists on the planet, and remember it's harder to stay at the top once you're there than it is to get there and quickly fall down (note. Duffy etc.) Beyoncé hasn't exactly had the most successful year, but you don't see swarms of people racing to criticise her on these forums - and she's another one of the top artists/popstars on the planet.
So I do feel that the criticism here is unneccesary and over the top a lot of the time - take her for what she is and enjoy her for what she is and the music she produces.

Oh and to answer the OP's question, she's probably resting ahead of touring for the next year or so. Promoted the album last year, touring this year.
