I never use data when abroad but prefer to seek out free wifi locations instead. My old Desire had a mobile internet widget which I used successfully to keep it turned off. Now I have a new HTC Rhyme i have been looking for the perfect power toggle widgets and think i have found them in the Curvefish Onoff Widget. Among them is an APN toggle switch. Is that the same as mobile internet? Forgive my ignorance but I am not as technically minded as some of you!

Another question - does Vodafone passport only work with Vodafone operators?

Yes, the APN toggle switch will disable internet data.

You can roam onto any network in any of the Passport countries (35 currently). It's good value for longer calls but short calls will cost more especially in EU countries now that roaming rates have been capped.
