If I were to position my TV so the top was at eye level when sat the bottom of the TV would only be a few inches off the floor, so what you have been told does't sound right to me.
I would say when sat on an average settee your eye level is around 3ft, when sat you don't sit bolt upright, so I'd say the bottom of the TV would need to be about 3ft off the floor/at eye level. You also have to take the distance you are sat from the TV in to consideration too, sitting 4ft from a TV that is regarded as too high then of course you would have to look up, sit 12ft away relaxing on a sofa it could be at the perfect height.
At the end of the day folk will stick them were they feel is best for them, whether it is right/wrong in our eyes.
