To be fair the agent on site saw through it as a weak scam and called the tow truck anyway as they didn't have sales receipts to back it up.

But in general yes, I think there ought to be tighter laws to make it less painful to get people to pay their bills and debts with fewer ways for the weasels to weasel out of it.
