Billboard also takes into account radio spins and internet popularity, so Cheryl would need to gain significant airplay to get a decent position. It doesn't work on sales alone, which is why The Wanted sustained a long stay towards the top end of the chart due to their radio popularity...
Songs rarely go 'straight on to Billboard' unless they are releases from megastars. Cheryl would need to gig and promote her music on radio before she can attain a decent charting in the US.
Her video looks pretty but there is no storyline and the dancing is a little peculiar.
