It doesn't make much sense, because Hearts are owned by a Russian millionaire who is known for overspending, and Rangers got £5.5m for Jelavic, the best striker in the Premier League.

Yet Hearts don't pay the wages of their players on time and are usually forced to do so. Rangers have no money, banned from buying anyone and on the verge of going under. Comment makes sense in that context.
