I dont know - but although ice cream has been around since ancient times it was always reserved for the very rich until late Victorian times when ice could be made commercially and then a bit later when refrigeration became available. Sugar was also very expensive before about the 18th century when the sugar plantations of the caribbean started up - so if I were to bet I'd say lollipops.

Many decades ago there used to be a man who cycled round the villages near us selling iced products in a few different forms. This was an expensive treat, people had it at Christmas or Easter. The Victorians were big on dessert/sweet products, they used the cold puddings to show off as it showed their wealth !!

We were at the Liverpool peoples museum at the weekend and they had a display of victorian life including an ice cream vendor with all his equipment. There were several glass dishes that were used for the penny scoops that ordinary people would have been able to afford and they were tiny. Apparently portions were really really small as ingredients were expensive and only a small amount of stock could be prepared.
