It takes the same amount of electricity to heat a room, no matter what the radiator type.

The difference comes down to perception. An instant-on radiant heater (such as a two bar fire) will leave you feeling cold when it is switch off, so there is the tendency to leave them switched on.

Storage heaters work well as background heat to keep the core of the room warm.

A good balance is the oil filled radiator which will provide heat fairly quickly, albeit not instantly and when the element cycles-on and off relative to the thermostat the radiator itself will stay warm-hot thus mitigating the peaks and troughs of two-bar fire.
