For a "big" verified account, he's not doing too badly - 7% spam accounts, 43% inactive, Good 50%. The spam accounts are low, which is good.
For perspective, here's some figures on others.
One Direction - Followers @ 9.2M, Fake 20%, Inactive 41%, Good 39%
Matt Cardle - Followers @ 880K. Fake 8%, Inactive 48%, Good 44%
James Arthur - Followers 1.5M, Fake 9%, Inactive 39%, Good 57% (less of James's will be inactive as less time has gone by since he started his account)
Little Mix- Followers - Followers 2.1M, Fake 11%, Inactive 40%, Good 49%
Harry Styles - Fake 22%, Inactive 32%, Good 46%
And for ridiculous levels of puffery
Lady Gaga Followers 33M, Fake 34%, Inactive 38%, Good 28%
Justin Bieber, Followers 33M, Fake 25%, Inactive 35%, Good 40%
Standard Fake should be between 1-10%, as that includes spam accounts. Anything higher than that could be purchased followers (allegedly).
Inactive aren't spam accounts, they're ones that haven't tweeted in @ 30 days.
Ahhhh, letting my twitter geek fly free. Haven't done that in a loooooooong time.”
Inactive me but still buying/ supporting
