They can get kennel cough when kept in good conditions, it's just one of those things, but reputable breeders would probably treat it and ensure its health before selling it. The pet shop obviously had no such intentions. I know my friend got a rescue pup (7 week old orphan ) who displayed kennel cough after she got home, the rescue centre offered to pay for everything, but the family paid in the end, as they didn't want to take from a charity. But in regards to this op, get him fully health checked at the vets, and then take your findings to RSPCA, council etc - get the place shut down.
