Your audio clip sounds like Norwegian or Swedish (both languages sound very similar).
SP-E won't reduce any tropo reception, as the two types of propagation are not related at all.
As you've heard, SP-E is noticeable by its rapid fading, compared to tropo reception, with its slow fading.
Sporadic E is the E layer of the ionosphere (about 75 miles up).
Tropo (the troposphere) is much lower down and is affected by (caused by) the weather, as we know it.
Sporadic E produces long skip because the point of reflection is much higher up than the troposphere, which tends to refract (bend) the signals round the curvature of the Earth during what we call "lift" conditions.
The whole propagation thing is a lot more involved than that, but the above gives a rough idea of how things happen
