I dont know if you can do it in online games, but its just a gimmicky thing you can do on normaly play. I think the novelty of it will wear off after you have sent off a whole team a few times.

It would be nice if they included it by just as long as time spent on the mode didn't take away from adding to the main game, it'd be like be a pro or be a keeper, cool for a few seasons and then i'll just want to go back to normal

It does. We played it at E3. They were very open about it as well. There are still a few months until the release so I guess they will start putting out the information soon

I haven't seen anything about a Be a ref mode mentioned on Fifa Soccer blog. It sounds like a pointless feature. Why would anyone want to decide whether a tackle is a foul or not when the AI can do it instead. It wouldn't be used online because it would result in way too many inconsistancy's.

Fifa doesn't even show the aggregette scoreline on-screen in 2 leg matches yet they add these pointless gimmicks. They should sort out the basics first.
