ALL retail games (DVD) include the latest version of the dashboard (as available when the game was released).

Each update contains features that games can make use of and without the relevant update installed, the game might not function correctly.

e.g. a game that uses Avatars would require at least version 2.0.7357.0 (released in 2008).

Newer games use the new Xbox 360 disc format that also requires a system update to function.

Support for accessories like the Kinect Sensor, Xbox LIVE Vision Camera, Wireless Headset, Guitar Hero/Rock Band controllers, Big Button Controller, Steering Wheels, Chatpad, HD-DVD drive, USB Memory Units and 802.11n Wireless Adaptor was added with updates.

Good luck finding an old XBox360 that still runs with the original "blades" Dashboard. I would hazard a guess that if you
do find one, it'll be one of the first generation models that were prone to the infamous RROD system hardware failures.
