More of the latter. She wasn't necessarily disliked, but she did play a little strong out of the gate due to her anxiety over the Saboteur.
She was very much a strategic target (and a good one) for Hayden. He had two alliances to juggle that week, a one-week promise he'd made to his red team in the hot dog challenge that none of them would be nominated, and then the Brigade, which formed partially out of yellow team members afraid for their safety, and partly because they could all eliminate each other as being the Saboteur. (I think Matt was safe with the red team too, but Lane and Enzo were yellow team potential targets - I could be wrong about that.)
So from the yellow team, he had to target a potential threat who wasn't in the Brigade. Brenchel were starting to form as a showmance (after Brendon was rejected by both Annie and Monet), and Annie, despite the rejection, was close with them. Hayden wanted Brendon out, and put the couple both up.
Once the POV was in play, Brenchel went to Hayden for a deal to keep their showmance intact. He was ok with Annie going: She was yellow team, and she was close with Brenchel and would limit some of their game. (She was actually Lane's first choice for a Brigade side alliance, so I think he protested a little, but he got over it and moved on to Britney.) Hayden also then guaranteed himself a cushion of extra safety for when Brenchel were inevitably in power.
There were some suggestions in the house that she could be the Saboteur, but it was more to put everyone at ease with voting her out than because anyone actually thought that. Brendon and Andrew were still the top suspects at that point.
Anyway, she was outed by video after her eviction, and it gave Hayden a boost, because everyone was pleased he'd gotten the Saboteur out, even though that hadn't really been part of his strategy. Hence, a successfully played week one HOH that laid the groundwork for his eventual victory.
(I remember way too much about this season.)
