I have signed up for a years subscription to entertainment weekly and have downloaded 11 issues onto the ew app in the newsstand. But sometimes whenevr i reopen the newsstand to read from where i left off, all the issues are greyed out and i have to redownload them all again, even though they all finished downloading in full before. Ive had to redownload them all 4 times so far. Its rediculous

That will be Entertainment Weekly's fault not Apple's.

Newsstand apps are essentially just like any other app, they just use the UI slightly differently. The functionality of each Newsstand app is down to the developer.

^ Agreed, it will be on their side not Apple's. Metro and the Guardian Newsstand apps work perfectly.

you've obviously chosen the wrong support option then.
you have an issue with a paid app (as that is what a newstand item is), contact the app store support saying you have a problem with a paid app.

Sometimes they grant refunds or AppStore credits. Unfortunately it's down to the person who receives your request at the time as AppStore sales are actually final as part of the Terms and Conditions.

However in the past they've always given me a refund when I've had a genuine issue with an app simply not working
