No it's because the person wearing them has foot arches that make their ankles roll inward and because Uggs, even the genuine ones, provide absolutely no stability for the ankle, the foot rolls freely inward. You see the same with ballet pumps, where the sides have collapsed inwards.

Google "Are Uggs bad for your feet" and see the raft of articles saying that they are only suitable for very light use. Even Uggs themselves say that they are comfort footwear, not suitable for wearing all day, more for lounging about in like slippers.
