In order for it to work, the other person needs to be visible to the iMessage server otherwise it goes as SMS. If one of you is out of signal area when you're out and about then you wouldn't show as available to the iMessage server.

Have you tried it when you're at home, sat next to each other and connected via wifi? Does it work then? That would be the first thing I'd test.

No, you don't necessarily have to have wi-fi, it works over data on the phone. I'm just saying that the best way to test if it's working or not at all is to be on wifi together, then you'll see if it's working or whether it's related to signal strength or something like that.

Have you actually set up iMessage on both phones eg. Listing an email address?

iMessage is NOT linked to iCloud or having an email address set up/registered. I use iMessage but have disabled iCloud (too data hungry) and some people I iMessage don't have an email address listed.

Check all's ok with Vodaphone. I have days when no texts to other iphone users go as iMessages and, as someone else has said, it's linked to your signal (availability of service/3G). Also have you updated your software recently? - and rebooted your phone? sometimes little things like that can help.
