Ofcom has received 19 applications for community radio licences in Scotland under the third phase of community radio licensing. Applications had to be in to the regulator by the middle of February, and will now be considered by the body’s licensing committee. Applicants include Celtic Music Radio, who already run on medium wave and as a pop-up service on DAB but are after an FM licence, and online stations Generate Radio and TD1 Radio More 2. BBC Commissioning has released tender details of the new all-local radio evening programme, which is set to start on January 7th 2013. The speech-led show, to be broadcast on all 39 local radio stations in England, will air from 7pm till 10pm. Applications are invited from all independent production companies who can clearly demonstrate relevant experience and expertise, the BBC says. All offers should reach them by 12 noon on August 23rd 2012, with decisions made by September 14th More. 3. Radio freelancers will for the first time be eligible for up to £1,500 worth of funding for training from the BBC and Creative Skillset. Experienced freelancers will be able to use the funds to pay for 80% of their training costs (up to the £1,500 maximum) for courses in areas that have been identified by a panel as priorities for the industry. Funding is available for courses that cover craft & technical skills including editing, social media, multiplatform content development and distribution and sound engineering, or business, teamwork and management skills. More 4. Plans to extend local digital radio coverage moved a step closer today as Government, the BBC and commercial operators signed a joint agreement, establishing the framework for up to £21 million of new investment in radio infrastructure. The Memorandum of Understanding (MoU) establishes an agreement in principle to fund the build-out of local DAB to FM equivalences over the next 5 years, with a commitment to consider further funding if necessary. The MoU also means at least five new local multiplexes, including in Oxfordshire and Gloucestershire, will be launched within 18 months. In addition, the MoU confirms the Government’s commitment to a decision on radio switchover in 2013. More 5. Radioplayer is to open up its service to non-Ofcom licensed stations, but initially only 30 slots are being offered. Any stations interested in joining – for a fee – can fill out an application for review. The online player currently features over 300 Ofcom licensed live stations, 15,000 on-demand items, and attracts 7 million regular listeners. More Other Radio Bits • First pirate radio station closed down by post office authorities. Brothers Gerald and Wilfred Barker of Norwich are forced to close their radio station down by the BBC: they recount the tale Here • For those of you who remember Dutch offshore broadcasting before it was onboard any ship, may find this interesting • The DAB / FM story trolls on…More • Ofcom has produced a fact sheet on its work in tackling illegal broadcasting * * * * * * Newsie Bits 1. BARB, the organisation that gathers data on UK television viewing, is to add its web-TV meter into another 500 homes. Over the last few years BARB has gradually been adding the capability to measure TV viewing via laptops and PCs and, after extensive testing, the system has now been proven in the initial roll-out of 100 homes. A version is also in development to transfer the capability to tablet devices. The project has been carried out by Kantar Media Audiences, which undertakes audience research on behalf of BARB. More 2. Ofcom has announced the start of the largest ever auction of spectrum for mobile services in the UK. The auction for spectrum that will host the so-called 4G networks will get under way before the end of 2012, despite concern over interference to current digital TV services that broadcast on frequencies adjacent to the 800MHz band on offer. Services, which will also use frequencies at 2.6GHz are expected to be operational as early as next year. The lower frequency 800MHz band is suited to widespread mobile coverage. The higher frequency 2.6 GHz band is ideal for delivering the capacity needed to deliver faster speeds. These two bands add up to 250 MHz of additional mobile spectrum, compared to 333 MHz in use today. More 3. Virgin TiVo to hit 1 million this week, Actor Stephen Fry is currently appearing in a Virgin Media TiVo ad. The number of Virgin Media customers that have the TiVo hybrid receiver is expected to top one million in the next few days, the cablenet has said. Second quarter results saw the TiVo customer base increase by 261,700 to 938,000. At the same time there has been a 37,800 increase in the number of paying TV subscribers, though the actual number of TV subscribers decreased. TiVo is now in a quarter of the TV customer base. More 4. It may be on the verge of gaining a huge spike in IPTV customers thanks to securing Premier League football rights but for BT the first quarter of its 2012/2013 year has got off to a flat start. In particular, BT retail, which is the holding group for the BT Vision IPTV service, revealed that for the three months ended 30 June overall revenue declined by 3% to £1.76 billion. This says BT was “consistent with the improved trend seen in the previous quarter.” More. 5. ZEE is planning to launch an English news channel in India by the end of the current financial year, according to reports. Currently, the broadcaster only has a flagship Hindi news channel and a Hindi business channel, along with a clutch of regional news channels. This will be the first step into the English news genre. More. 6. The Viacom18 and TV18 distribution entity, IndiaCast – the group behind Colors, is expected to launch a free UK channel in the coming weeks. While the channel’s details are not yet known – BizAsia understands that it will primarily be used as a free window to promote premium properties from Colors, as well as broadcast content from its news channels CNN-IBN, CNBC-TV18 and regional shows from its recently acquired Eeanadu network. The channel is likely to be positioned as a hybrid service like ZEE Cafe. Interestingly, if this goes ahead, then Govind Shahi who is spearheading Colors UK/Europe was also behind the launch of ZEE Cafe during his tenure at the network. More 7. TV advertising is facing a chilly final quarter after it emerged that spending in the key month of September is likely to be down by about 5%, which could set the scene for total television ad spend to shrink across all 2012. September – traditionally the third-biggest TV advertising month of the year, bringing in revenues close to £400m – is considered to be a critical bellwether of the likely health of the market in the key months leading up to Christmas. Broadcasters and media buyers have been paying even more attention than usual to early ad bookings in September, after a summer slump is set to see TV ad spend fall by about 10% in July and the same again in August. The theory was that many advertisers had chosen to hold back spending during the London 2012 Olympics – where television viewing would be dominated by the BBC's coverage – prompting the hope that marketers were going to pump money in from September. More 8. O2 is setting up seven large free Wi-Fi hotspots across the capital during London 2012. Oxford Street, Leicester Square and Exhibition Road all benefit from the scheme which has been set up with Westminster City Council and the Royal Borough of Kensington. The Wi-Fi is free to all – there's no requirement to be an O2 customer. This is good news for overseas visitors who can potentially avoid being slapped with a huge 3G roaming bill when they get home. Users just need to register once, after which they should be automatically hooked up to the service when in range. More. 9. A botnet responsible for nearly a fifth of the world's spam email has been taken offline. The botnet known as Grum took cyber warriors three days to take offline by battling servers based in Russia, Panama and the Netherlands. "I am glad to announce that, after three days of effort, the Grum botnet has finally been knocked down. All the known command and control (CnC) servers are dead, leaving their zombies orphaned," wrote researcher Atif Mushtaq for FireEye Intelligence Lab. More |

Flicking through the channels last night and noticed that "Babe Guide" (934) was showing what appeared to be a movie, however every time it looked as though a sex scene was about to start it faded and cut to the next scene!

I presume there's a general lock down change management-wise at the moment whilst the Olympics are on as things are very quiet.
