Britney convinced that Frank and Wil have a deal because Wil is suggesting Ian goes on the block instead of Frank. But Britney still doesn't know that Frank and Shane have a deal, and that Wil has worked that out - and is only suggesting Ian as he thinks it's the only realistic option. Consequently Brit doesn't want Frank on the block as she thinks he will get the votes to stay.
