Never.. well - once - in BB6 if two 'secret' pairs who knew eachother before entering the house made final two the prize would have been upgraded to $1million.

Boogie doesn't need the money and yep I think in his own mind he thought that he had a good chance of success with Frank and Ian.
If one of them won he would also win but if none of them did then it wasn't really his fault.
His hassle free stay has ended.
