We know Luke S is going to the final however no chance of winning hence bookies are only giving him 40-1 odds to win from Sky bet.

So put a £5000 bet on him to win.
If he wins you get £200,000
Spend £66,666 on voting for him gives him 200,000 votes which I would think is more than any other housemate would receive.
You pocket £136,000

Do you think you could make 200,000 votes in 3 days? even if you could you would end up losing £71,666 and probably get arrested.

And 200,000 votes would cost you £72,000, not £66,666

Correct. Lots of the online bookies offer best price on reality TV selections. Then when you seek to back them, you find that they'll only accept a fiver or a tenner.

Found out?

You wouldn't be doing anything wrong. It's perfectly within the rules.

The biggest problem would obviously be having to make the 200,000 votes. I assume you'd need to dial the number 200,000 times. You couldn't just phone up BB and say I want to make 200,000 votes.

You'd need to hire people to help you with the votes. Even then it would be almost impossible.
